Software for performing the instant runoff voting (IRV) tally for Burlington
February 15, 2006

Burlington is going to use Choice Plus Pro, a program for tallying IRV elections. This software was originally developed for Cambridge, MA, which uses it to tally that city’s ranked-choice elections. To promote public confidence in the election, the City is making the software available to the public for inspection and for verifying the tally.  This software is copyright Voting Solutions and may not be copied or used for commercial purposes without their permission.  The company is in the process of releasing this software under an open source license, but the code may contain proprietary modules that are not currently releasable under an open license.

Program:  Choice Plus Pro zip file, including installation files and instructions.  Note that you must have a recent version of the Java run-time environment (JRE) installed to run Choice Plus Pro.  You can download the JRE 5.0 Update 6 here.

Code:  The actual code used to write Choice Plus Pro.

Manual verification:  If you would like to verify that Choice Plus Pro is tallying the IRV election correctly, here are instructions for manually verifying the tally.
