About Election Solutions

Elections Solutions was founded by Kenny Mostern (Private Election Administration), Caleb Kleppner (Election Design and Consulting) and Terry Bouricius (Government Elections). They have combined over three decades experience in all aspects of elections. 

Kenny Mostern, Ph.D., has managed numerous campaigns for electoral reform and other clean government issues in Northern California since 2001. Compiler of the Manual for Conducting Elections for the Pacifica Foundation, he has worked closely with the League of Women Voters, Californians for Electoral Reform, and the Green Party in support of publicly accountable electoral systems. Before becoming an electoral reform advocate, Mostern was Professor of Ethnic Studies at the University of Tennessee, where he researched and taught about ethnic political participation in the United States. Caleb Kleppner served as a senior analyst at FairVote -- The Center for Voting and Democracy from 1999-2005. At FairVote, he focused on public election administration and analysis of election data, as well as the administration of elections in private organizations. He helped run elections for officers and boards of several non-profit organizations and political parties, and he developed all of the technical standards for the November 2004 local election in San Francisco that used ranked-choice voting. He also drafted the Center for Voting and Democracy's comments on the Federal Election Commission's Voting Systems Standards that were incorporated in the final standards.  Caleb can be reached at 203-781-8406 in New Haven, Connecticut or by email.

Terry Bouricius served in the Vermont state legislature from 1991-2001 after serving on the Burlington city council for ten years. He currently serves on the board of the Vermont League of Women Voters. He has held numerous elected and appointed positions relating to elections, including service on Burlington's redistricting commission, the Burlington committee that reviewed voting equipment, and the Vermont state Help America Vote Act committee's technical subcommittee. In early 2004, Terry served as the Pacifica Foundation's national election supervisor, overseeing 10 election in five cities with over 100,000 voters.
